CDRLvue
Acquisition organizations across the federal government share
the common challenge of managing enormous amounts of information. Typically
this data originates with the process of receiving vendor data submittals,
approving them as appropriate, and then managing the process of consuming this
data within the various government organizations that need it. To further
complicate the scenario there are usually multiple contractors involved, which
in turn causes an exponential increase in the data that requires oversight and
management.
This situation is precisely what TopVue’s CDRLvue module
solves. Whereas typical approaches to the above scenario involve disjointed
spreadsheets or custom databases loosely tied together with email, TopVue
provides an integrated web-based approach.
On the acquisition side, this starts with the initial Data Calls themselves -
with TopVue managing the process of gathering data requirements, hosting the
necessary Data Requirement Review Boards (DRRB), to implementing the approved
CDRL list based on the DRRB outcome. Once the approved CDRL list is available,
contract vendors can actually submit data against the CDRLs via online secure
contractor portals, each of which fully enforces Organizational Conflict of
Interest (OCI) security restrictions. These OCI restrictions dictate that each
contractor has access to only their data, with other contractor data completely
locked and hidden from review or access.
After the contractor uploads their submittals, TopVue's business rule engine
takes action based on the type of data that's submitted, and the level of review
and acceptance dictated via Blocks 7 and 8 on Form 1423 itself. Pre-defined
approval routings are launched for this process, with the appropriate users
being notified via email and directed to review and approve the attached
submittal as appropriate. These reviews can take the form of serial and parallel
tasking, with each member logging their comments and indicating their
approval-decision. When submittals are approved with comments or rejected,
automatic re-submittance dates are established and added to the program calendar
- all of this with the only required user interaction being the actual review
and commenting on the submittal itself.
CDRLvue is tightly integrated with other TopVue modules, such that as a program
evolves from initial acquisition, the data management capability evolves with
it. Possibilities include incorporating CDRL submittals into engineering
baselines, adding submittal documents to pending CCB agendas, and incorporating
configuration changes into system/sub-system hierarchies as appropriate. Please
