Government Program Office Records $623,000 Cost Avoidance with TopVue

CLEARFIELD, Utah - December 15, 2009 - TopVue Defense, Inc., (TopVue), a US small business and leading provider of program execution solutions announced today that the Army PEO Aviation, Cargo Helicopter Program Management Office (PMO) at Redstone Arsenal, AL recorded a $623,000 cost avoidance amount with the use of TopVue software. This represented at 250% return on investment (ROI) on the TopVue system. Today the TopVue system manages hundreds of contracts and thousands of CDRLs for the Cargo PMO.

The Cargo Helicopter Program Management Office (Cargo) manages the CH-47 Chinook, which has been the workhorse of the U.S. Army since 1961, beginning with the CH-47A. The CH-47D with its useful payload of 25,000 pounds provides the lowest cost-per-ton nautical-mile of any U.S. Army helicopter. With the increased workload in the program office due to CH47F programs, Cargo procured the TopVue CDRLvue and CMvue systems in 2008 to help alleviate non-value added tasks associated with increased contract deliverable and helicopter configuration change processing.

Before the CDRLvue system was in use the program office was plagued with productivity issues, such as: (1) The CDRL review process was extremely prone to human error. It took 15-17 minutes to process each CDRL receipt. (2) Necessary technical data was not readily available when needed, and approval/disapproval status of that data was often unclear. (3) There was no way for management to view status, and generating reports was time-intensive. Further, 90% of government review responses were delinquent with over 250 'open' CDRL receipts at one time. (4) There was no version control of submitted documents with multiple versions circulating via e-mail, hard drives and multiple data systems.

Within four months after the TopVue CDRLvue system was implemented the following process improvements were recorded:

  • 80% reduction incoming CDRL processing time
  • 85% reduction in average late response time to CDRL submittals
  • 85% reduction in 'open' CDRLs
  • $623,000 cost avoidance due to clean data and reduced workload
