TopVue s new technology, currently code named  PDI-2010 (for program data integration), will be initially focused on solutions to support program office execution. <p class="bodytext">This new database architecture will allow for COTS-based rapid creation of integrated programmatic database portals and views on a common data structure to support program manager-level decision support. PDI-2010 allows for the roll-up of data in the areas of: contract and deliverable data, cost data, schedule data, engineering data, schedule data, logistics data and custom data tracking. <p class="bodytext">For several years TopVue research staff studied the problem of program data integration with our customers in Army, Navy, Air Force, NASA, Intelligence, Energy and other agency programs. Because each acquisition and sustainment program has critical data nuances, it is time consuming and costly to provide centralized database support for efficient decision making for program managers and program executives. Current solutions focus on the costly process customizing product lifecycle management (PLM) systems or content management systems (SharePoint), which result on the dependency on programming staff to maintain the end-result custom system. <p class="bodytext"><i><font color="#FF6600">Quick-Start IDE.</font></i> TopVue s technology translates to cost savings for DoD and contractor program offices as  custom-like databases can be generated uniquely to support a specific program need, but can be maintained on a standard COTS basis. Within less that 30 days of a new program start, an integrated data environment (IDE) can be stood up to support: documents, contract and deliverable data, cost data, schedule data, engineering data, schedule data, logistics data. <p class="bodytext">This COTS approach to program data management provides tailored data integration across program disciplines while maintaining interoperability with current investments in IDE, PLM, ERP technologies, and compatibility with DoD record management, content management, technical publication management and MIL-STD compliant data environments.<a href="#doc_top"> <STRONG> Top</STRONG><img src="images/toparrow.gif" border=0></a> <p class="bodytext"><a name="BP"></a><strong>Best Practices Laboratory: </font><i>Knowledge Retention</i></strong><br> The TopVue Best Practices Laboratory (BPL) embodies best practices for automating data and CDRL management processes (DM) and configuration management (CM) disciplines from Army, Navy, Air Force, NASA, Intelligence, Energy and other agencies. The lab is used to train program office CM and DM staff on how best to execute related processes from their business practice process documentation. <p class="bodytext">The BPL is a software system based on TopVue technology, which walks a user though CM and DM processes with tutorials and hands on software tool examples. The goal is to be able to  certify a staff member on basic CM and DM best practice techniques for their program. The scope of exercises includes: data calls, CDRL package creation, CDRL scheduling, CDRL performer and reviewer support, deliverable submittal reviews and approvals, vendor performance oversight, management reporting, and configuration control board tracking. <p class="bodytext"><i><font color="#FF6600">Knowledge Retention.</font></i> As the existing workforce plans for retirement a mechanism is needed to capture the corporate knowledge at the program and PEO level. The BPL will allow retention of best practices so it can be passed on to new hires as they come in to a program office. <p class="bodytext">Training in the best practices includes data call, CDRL package generation, deliverable planning, scheduling, submittal processing, ECP reviews and vetting, base-lining data, configuration control boards, workflow implementations, key performance indicator reporting. Training on TopVue products is also available through GSA.<a href="#doc_top"> <STRONG> Top</STRONG><img src="images/toparrow.gif" border=0></a> <p class="bodytext"><a name="CDRL"></a><strong>TopVue CDRLexpress(sm): <i>No more data entry</i></strong><br> The TopVue CDRLexpress(sm) innovation by TopVue provides a means for contractors to submit deliverables to their Government customers in a paperless, structured and streamlined method resulting in massive cost avoidance for the Government and better performance ratings for the contractor. It also allows the Government to transmit approval letters and dispositions back to the contractor. It is the first bi-lateral xml-based CDRL deliverable system. <p class="bodytext">The use of TopVue CDRLexpress(sm) alleviates the downloading and data entry of CDRL submittals by providing a  direct deposit of the data via a XML transaction set into the Government TopVue repository from the contractor. The concept can be described as an  ATM for the government to retrieve their deliverables. The technology uses XML transactions on a SSL network to facilitate the CDRL submittal transactions. <p class="bodytext"><i><font color="#FF6600">No More data entry.</font></i> Government acquisition and sustainment programs rely on data from contractors to achieve the mission of the program. The data required on a contract is typically defined in the contract by way of a contract data requirements list (CDRL). For the contractor timely receipt by the Government can lead to the award of incentive fees and positive ratings. For the Government the receipt, the review and the use of CDRL data are often critical to maintaining schedule and cost objectives of a program.
